Protecting East Sandy Creek East Sandy Creek enters the Allegheny River five miles south of Franklin, Pa. The streams flows east to west starting in Clarion County near the village of Kossoth. East Sandy Creek is a major tributary of Sandy Lake, which is one of eight glacial lakes that WPC continues to work on as part our Glacial Lakes Flora project.
