Winslow Hill

Pennsylvania’s expanding elk population is struggling with loss of habitat. In 1995, and again in 2000, Western Pennsylvania Conservancy, working through a partnership with three other agencies, ensured the conservation of a tract of land that holds immense importance for one of Pennsylvania’s premier wildlife species.

In 2001, WPC protected a 191-acre farm in Elk County, land that annually plays host to Pennsylvania elk during bugling season. This tract is considered to be one of the premier sites to view elk during this annual event. This land sits next to land acquired in 1995 by WPC – a 213-acre tract. Today Winslow Hill, also known as State Game Lands #311, offers visitors viewing area and education center to better understand and appreciate this once-anniliated Pennsylvania wildlife species.

The Pennsylvania Game Commission’s Elk Viewing Area on State Game Lands 311, Winslow Hill in Elk County, is staffed Fridays, Saturdays and Sundays starting in late August and remains open until late October. Located in the heart of the state’s elk country, the viewing area offers outstanding elk viewing opportunities, as well as educational programs on elk and other wildlife found on SGL 311.

To reach the Elk Viewing Area, take Route 555 to the Elk County village of Benezette, then follow Winslow Hill Road north and up the hill. Blue signs will guide you to the viewing area.

Funds from the three partners allowed WPC to purchase the property. The land was then transferred to the Game Commission.

In 2002, the Game Commission estimated the state’s elk population to be 622 animals, based on three days of aerial survey work over remote plateaus of  Cameron, Elk, Clinton, Clearfield, Potter and Tioga counties in 2001. More than 70,000 people visit the Winslow Hill area each year to view elk.
